I think it is because the TSA accepts passengers in whatever order the airlines present them. The checkpoint itself is managed by the TSA but the line in front of the checkpoint is owned and managed by the airlines themselves. That means they can present passengers in any order they wish - allowing the priority lanes.

Does anyone remember that swa flight attendants used to wear hotpants? Wasn't this some type of marketing to get people to fly their airline? Southwest Airlines announces today that the Company has reached a tentative agreement with Transport Workers Union (TWU) Local 555, representing Ramp, Operations, Provisioning, and Freight Agents. The tentative agreement is for a new, three-year contract through June 30, 2011. The current contract became amendable on June 30, 2008. TWU Local 555 and Southwest Airlines began contract negotiations in January 2008. “The negotiation process has been long and arduous – both negotiating committees have certainly worked diligently and in good faith,” said Gary Kelly , Southwest’s Chairman of the Board, President, and CEO. “We urge our Employees to give serious consideration to the tentative agreement, keeping in mind that in these uncertain economic times, our common goal should be to take needed steps to protect Employee jobs and to ensure the financial viability of our Company.” The TWU Executive Board has voted to submit the tentative agreement to all members of TWU 555 for review and a ratification vote. TWU Local 555 represents approximately 7,780 Southwest Airlines Employees. Southwest Airlines (NYSE: LUV), the nation's largest carrier in terms of domestic passengers enplaned, currently serves 64 cities (will begin service to Minneapolis-St. Paul March 8, 2009, and service to Boston Logan in Fall 2009) in 32 states. Although I'm sure the bigger picture reason for these numbers is the overall economic situation, I like to relate to this on a smaller picture reason, my personal experience and tragic LUV affair with Southwest.
Since late 2006, my significant other and I have been maintaining a long distance realationship, which very much included Southwest. The relationship has been wonderful all around and Southwest's LUV slogan couldn't ring more true (as they have really been keeping LUV in the air).
Recently, Southwest has made some serious and drastic changes to their flight schedules. Now LUV is no longer in the air for us and hundreds of other people who used to fly the route.
While I understand the business side of making necessary changes in operations to remain profitable, I did not see any evidence that the route was suffering a lack of passengers / profitability . I flew every to every other weekend and did not see that the flights lacked passengers; in fact they were almost always full. It is very possible that factors other than passenger numbers were affecting the profits / viability of this route and I understand that too.
My main concerns are two-fold. One, that I no longer get to fly my favorite airline and am at the mercy of less than satisfactory carriers and two, that Southwest is expanding into other markets while sacrificing their current / past success, patrons,etc.
I hope that Southwest isn't falling into the trap and becoming the next failed airline. I miss them terribly and look for other travel opportunities where I will be able to experience the LUV again!
Meanwhile, my $600 monthly travel budget (along with all the pther passengers I used to fly with regularly) is going to other 2nd and 3rd rate (my opinion) airlines :(.
However I do recommend Southwest to other travelers I encounter along the way when I know their routes correspond with Southwest's schedules.

We carry more Customers than any other domestic airline per year.100 million plus fly SWA , I don't know if Americans put much thought into what this country be like without us and how much of it you would see. We proudly fly Customers for business but the reality every Customer has a unique story and I love the fact that we are moving people to the places they need to go. I wish the gut response on Walstreet was to invest in honest companies who do not cook books and are not run by crooks.
