I've heard you can cancel a reservation all the way up until 10 minutes prior to scheduled departure, and not be hit with a fee. Is this true?

That is entirely true. If you do not cancel before 10 minutes prior to your flight's departure, it is subject to the No Show Policy. Under this policy, all funds on the confirmation number will be forfeitted (even the return flight, so BE CAREFUL!!).

If I cancel my flight, I understand that the funds are kept to be used for another flight within a certain timeframe. What is the expiration? How many days/months AFTER the cancellation will the funds remain available for rebooking?

when you cancel a ticket the funds are good for 12 months from the date you purchased that ticket.

let's say i bought a ticket for my MIL and she couldn't use the ticket. i know the ticket needs to be used within 1 year from purchase date ... if her name was on the original ticket, is she the only one that can use it or can i use it since i'm the original purchaser?

The name on the ticket is who has to use the credit.
