The "one parent" issue is usually resolved from having both parents sign-off on getting the child a passport. 

After that the US doesn't have any additional requirements, and a few places we've visited didn't have any requirements although I don't know about Mexico specifically.

For starters, you'll need a current passport (assuming US citizenship).
