The drink coupons are based on revenue flights, not rewards points flights. If you're paying cash for your flights and still not getting drink coupons then I'd reach out to Southwest (I'd use Twitter, see the "Contact Us" link at the bottom of the page). If you're not getting them because you've been flying on rewards points flights please reply to let others here know.
