Not all countries have the equivalent to The Air Carrier Access Act so preboarding is not part of the process in those countries.
However, here in the USA and its territories, you are permitted to preboard if you "self declare" with a disability.

When I went in 2019, I found the entire process to be more about "did you bring American dollars" rather than whether you had a passport, or not.
So, I would not recommend trying to travel without it, but coming back to the US will be interesting without a current passport.

It appears that the report published by the CEO is inaccurate.
I got a kick out of a passenger who received someone else's luggage. I guess it counted as returned even if it was the wrong passenger.

Preboarding has been discussed multiple times and there has even been a song written about preboarding.
Other airlines offer you to choose a particular seat. With Southwest, it is open seating and that includes any open seat. So, ideally, a preboard person has the largest selection of seats, except for the exit row(s) which are prohibited by law for a preboard passenger.

No one is going to have receipts for everything in their luggage. Asking for receipts seems, to me, as a way to delay or otherwise scuttle the claim.
My advice would be to present an itemized list and assign your own values, like you do when you take a tax deduction for an item that you donate. If that doesn't resolve the situation, then seek a legal remedy which the OP has a right to do in this country.

He mentioned "a package", not Southwest Vacations. Yes, you can use the LUV vouchers on the Southwest website. If you are adding a car and hotel, those are extra but the LUV voucher can still be used for the flight.

Maybe this is how the new CEO is declaring that "substantially all of the delayed bags have been returned" That would be a true statement, except for the fact that they are not returned to the proper owner.

When you check your bags or check at the gate, identify the child as someone with a disability and one passenger may accompany that child. There is no cost.
You cannot have a host of travel companions preboard, only one additional person.
If you have paid for upgrades in the past for this reason, request refunds from Southwest and explain that you were attempting to preboard.
You do not have to disclose the disability nor discuss it in any way. Simply "self identify" and you will be permitted to preboard.

I am not certain how you "legitimately" lose a bag. The intent is to deliver the bag to the passenger. If you lose the bag, there is nothing "legitimate" about doing so.
While some on this board believe that Southwest can do no wrong, the events of recent weeks show otherwise.
The couple of times that I did not receive my bag, I immediately filed a claim. If the bag never turned up, then the claim was filed. If it does, then so be it.
If, after a month, I had no resolution, I'd pursue other legal options.

There is no excuse for taking this long to resolve a claim. Hire additional people, work double shifts, work weekends and nights. In other words, provide the service to people that you promised and SHOULD HAVE done already.

While I am not part of either lawsuit against Southwest, I do understand the position of the plaintiffs in both cases.
There are plenty of legal theories that speak to neglect and whether the DISASTER of the Holidays was foreseeable and whether there can be liability attached, not just on Southwest but on an individual level.
For shareholders, their complaint is that while Southwest will spend a ton of money smoothing all of this over, they shouldn't have to pay for the bad decisions of others.
So, we shall see.

The planes were not paid for in cash, there are long-term debt obligations and money from shareholders.
Using the number format that I previously used, excluding three trailing zeros, the net worth of the company is $10,414.
Also, when you compare company assets to liabilities, for every $1 in assets there is about $0.71 in liabilities.
So, if your small business had $36,320, of that total $25,906 was debt to acquire those assets.
Not exactly a Microsoft or Apple model.

To better understand Southwest's finances, I've simplified the amounts and removed a lot of zeros to take these down to numbers that most can appreciate. So, here goes:
Total Revenues - $22,693
Production Costs - $18,069
Net Revenue - $ 4,624
Expenses - $ 3,027
Operating Income $ 1,597
Other Items $ 507-
Net Income $ 1,090
So, if you had a small business with sales of $22,693, you would have earned $1,090 and then paid tax on that number. Not exactly a windfall.
In addition, they had $15,504 in cash and equivalents. So, if you ran your small business since 1974 and had only $15,504 in cash and equivalents, would you call yourself successful?
