The southwest employee, in response to your letter, said "If not enough Passengers volunteer, we will deny boarding to the last Passenger(s) who checked in and issue involuntary denied boarding compensation."
Did this not happen?
There are things in SW's response about what happened in Houston that are not included in your OP. It's a little difficult to unpack exactly what happened.

You can only use a max of 3 forms of payment to buy any ticket. You can't use 4 or more.
What you can do is use your stuff to buy any ticket that lets you combine three forms of payment. Then cancel that ticket and use the resultant travel fund plus another form of payment to buy the ticket you really want.

How far are you getting in the process?
Do you get to the flight availability screen?
Are you able to select flights?
At that point, when you click continue, do you get the trip and price details screen?
when you click "continue to payment" do you select guest?
You then get the passenger and payment info screen. Right?
Do you fill it out with a RR#.
You then hit enter .. and ???????

During Max Covid times it seemed to work a bit. To get 6 foot spacing at least some people would wait for a space to open up before standing up to deplane.
Now it's as bad as it ever was. I still stay seated until people a few rows in front of me start to stir. It irritates the hell out me when people seated behind me decide to get up and get in front of me - as if the ten seconds they gain makes any difference.
I've been on planes with pax who have tight connections and the FA got on the speaker and told everyone that and asked people to stay seated so that those with tight connections could get off first. It made almost no difference.
So I doubt that requests to wait a bit to deplane would make much of a difference.
People have learned to "charge" at the sound of the ding, and I doubt that will change.

For the routes I fly, the fares are 200% of January 2022 rates and 150% of the early December 2022 rates -- and that is after the 40% drop from where they were a month and a half ago..
IMO, Flyers won't pay that much in low demand January and early February. Load factors will suffer.
Glad I loaded up during the last REAL fare sale in early October.

The two dates that matter in this case are July, 28, 2022 (the date credits no longer expire) and the date you bought your ticket (or the date any travel funds used to buy the ticket would have expired).
Comprehending the above, if your ticket related travel funds expired before July, 28, 2022, then the old policy was in place and you had six months from expiration to convert the funds to vouchers.

Up to two adults traveling with a child six years old or younger may board during Family Boarding.
That is the key in this case.
Southwest considers the 12 year old to be an adult. So having that person "family board" with eligible kids is totally within policy.

Pre costs $78 every 5 years - for me that equates to 45 cents per flight. Is my time worth 45 cents? You betcha.
United comps my Clear fee every year, and Clear is a lot better than standard Pre.

I believe that since the kiddos list their birthdays on the reservation, that logic built in to the computer system stops the voucher from printing.

I also believe that the voucher is only good on the flight listed on the boarding pass. So it would not be valid on your second flight.
