If you are asking if the price is better or different buying a round trip fare instead of 2 one-way fares... no, there is no difference. The price will be the same either way.

The OP mentioned an extension of the travel fund, not the usual process of reinstating an expired travel fund. To quote the OP, "I was told that all travel funds of $100. or more are being extended 6 months"
While no extension has been announced, that's what the OP appears to be referencing. I have my doubts about such an extension, but I wasn't on the phone call.

That's a tricky one. Only suggestion I have is to write again explaining that the final flight needed for earning A-List in 2021 was flown on Dec 31 and while it was originally part of a round trip with a return flight scheduled for Jan 4, that portion of the reservation was cancelled. Since the only flight on the reservation that was actually completed was completed in 2021 all credit for A-List purposes should count towards 2021, not 2022 as is currently happening.
Good luck, it may still not be possible due to some inability to override the computer which is saying it was a 2022 credit, but in my opinion you have a good argument.

Was the flight flown on Dec 31 part of a round-trip reservation with the 2nd leg in 2022? That would be the only reason a flight might not count for 2021 when flown in 2021. Even then, someone should be able to rectify the issue. What do you mean "entered in error" since no one is manually entering flight data?
You really are better off writing so someone can have the time to research the issue and determine how to resolve it versus putting a phone agent on the spot when they may not have all the needed info/ability to adjust it.

You could increase the value of your travel fund. Book a flight that is more than $100, I found a random flight from DEN to DAL for $104 by using the low fare calendar. Use the travel fund you have and pay the remaining balance with a credit card. Then immediately cancel the reservation and you will have a new travel fund for the higher price that still expires on 4/1/22.
While you may have heard about an extension from an agent I have not yet seen any official statement about an extension. Be aware that you may still not receive an extension since nothing official has yet been announced. Let us all know if you do this and do get an extension.

Hopefully your bag is around somewhere and the bag you have can get to it's owner. If they filed a lost and found report that may help get it to them.

Travel funds are issued to all passengers and not having a RR account has nothing to do with it. When a RR account number is associated with passenger it does appear in your account as a convenience. To redeem the travel fund you will need the passenger name(s) and the confirmation number of the cancelled reservation and you enter it as a form of payment when completing the purchase.
You can see value of travel funds here: https://www.southwest.com/travel-funds/

RR points are currently valued at 1.3 cents per point. Take the points you used, multiple that times .013 and add the taxes you paid and you should be close to the cash price of your ticket. Occasionally you'll find flights with different redemption values, but 1.3 cents is most common. Flight prices do fluctuate though so you're better off just having them look at the current price of the flight on southwest.com if you are trying to tell them how much the flight will cost.

It's all a matter of how you define "normal wear and tear"
"Please know that we are not liable for manufacturer defects or for minor damage arising from normal wear and tear, such as cuts, scratches, scuffs, stains, dents, punctures, marks, and dirt. Also, keep in mind that we are not liable for baggage carried in the passenger compartment of the aircraft or any items contained in a bag that was deemed to be overstuffed."

Airlines don't own/operate most of the baggage handling equipment the bag encounters as it travels from the check-in counter to the plane so there is plenty of time for damage to occur that would not be an airline's "fault". Additionally, scratches are pretty common considering all the other bags and equipment the bag comes in contact with. I consider all the scuffs on my bags as good signs that I've used them often on plenty of good trips.

For future reference, when Southwest cancels a flight passengers are eligible for a refund back to the original form of payment. By default, refunds will be given as travel funds, but you can request credit go back to your credit card if that is how you paid for the flight. Everything you describe follows the published policies for travel funds that were being issued at the time. As you said, the travel fund you received had a Sept 7, 2022 expiration, but when you used that travel fund and then cancelled again, the new travel fund received an expiration date 1 year from the date of the latest cancellation. Here is the policy that was in place at the time:
Now that you have expired travel funds you can get them reinstated as LUV vouchers. You have 6 months after expiration to request this, the value of each travel fund is reduced by $100, and you have 6 months to use the LUV voucher that is created.
If you send a message using the contact us link at the bottom of the page saying that you have an expired travel fund and would like to have it converted to a LUV voucher, provide the confirmation number and name(s) of passengers, and understand the value will be reduced by $100 you should get a reply that the process can be completed. It does take a few weeks so be patient.

Southwest offered an extension of travel funds during 2020. With large numbers of people flying and the covid situation pretty well known at this point, nothing should be unknown about flying now like it was in 2020 and if you bought a ticket recently I wouldn't expect an additional extension.

Sorry about your situation. Like it was said, it is highly unlikely (you might say zero chance) you will receive an extension, but you can offset some of the fee to convert your expired travel funds into vouchers with the $150 voucher they sent you. Be aware converting an expired travel fund to a voucher does take some time so I recommend messaging Southwest the day after the funds expire. Use the contact us link at the bottom of this and every other page and use the send a message option. Include your confirmation number(s)and passenger names for the expired travel funds, request they be converted to a LUV voucher, and acknowledge that the value of each travel fund will be reduced by $100. You should get a response acknowledging the request in a few days.
And BTW, you will not get a response from Southwest posting here.

Southwest isn't the one making the rules, Jamaica is. If you can't meet their requirement you can't travel. Faster tests are available, you'll need to shop around.

No need to combine the travel funds and the RR account number has nothing to do with your ability to claim them. During payment you will need to enter the confirmation number from the travel funds and apply it to the purchase. When your RR account number is associated with the travel fund it appears in your account, but again, that does not affect your ability to use the funds.

The info I provided is the CDC's rules. The "rules" you are talking about are not related to international travel, that has its own rules provided by the CDC.

Cancellations happen. When they do, you go to the gate desk and nicely ask to be rescheduled.
If you want to file some "complaint" you can use the contact us link at the bottom of the page and send a message. Responses take time.

Here is the wording that did appear on southwest.com at some point. It does indicate that if you use a September 7, 2022 expiration date travel fund and then cancel that purchase the new travel fund will expire one year from the purchase date. This wording appears to have been removed from the website some time ago and I can no longer find these same wording in the refunds section. Now that we are in 2022 the original post implies you would receive a 2023 expiration date, BUT I am guessing the latest expiration date you will actually be allowed is the September 7, 2022 date.
There's no harm in testing this out, I would but don't have any travel funds left. If you book a flight now and then cancel it you'll quickly find out what the new expiration date is and it won't be any worse than the existing September 7, 2022 date. Best case it expires one year from today, worst case it expires September 7.

The CDC currently provides 2 options for people returning to the United States from another country, a negative test OR documentation of recovery signed by a health official. Here's their wording:
"If you plan to travel internationally, you will need to get a COVID-19 viral test (regardless of vaccination status or citizenship) no more than 1 day before you travel by air into the United States. You must show your negative result to the airline before you board your flight.
If you recently recovered from COVID-19, you may instead travel with documentation of recovery from COVID-19 (i.e., your positive COVID-19 viral test result on a sample taken no more than 90 days before the flight’s departure from a foreign country and a letter from a licensed healthcare provider or a public health official stating that you were cleared to travel)."
https://www.cdc.gov/coronavirus/2019-ncov/travelers/testing-international-air-travelers.html
If you provide either of those you should be allowed to fly.

Since it would be TSA inspecting bags and not Southwest you would need to ask TSA. I suspect no one can guarantee an answer. If the item looks suspicious to the screener they will open it.

He was informed he could purchase replacement items and the bag will most likely be delivered as soon as possible. He should have a claim filed with Southwest and can follow-up using that information. What else are you looking for?
I suspect a lighthearted "airline lost my bag" will be understood by anyone in the meeting.

No one here will be able to help you with this, filing a claim is the best thing you can do. Hopefully you were able to include details such as the serial number that would help identify it. These things do often take weeks to get sorted out though so you will need to be patient.
