FWIW-Isn't Southwest already basically doing this with their tiered Fare Structure?
Basic Current Boarding Order(My perception/understanding of it)
-Business Select= A-1 to A-15
-(A-list Preferred and A-List)=A-16 and on
-Anytime Fare= Automatic EBCI
-WGA+=Board After or buy EBCI
-WGA= Board Last or buy EBCI
The problems are:
-Those who Scam the Pre-boarding Process, either through fraud or being allowed to bring more than one support person.
-Individuals/Families buying WGA Fares and expecting Business Select Fare Boarding, because they are Special and Rules do not apply to them.
-Seat Savers, (all Seat Savers.)
My 2 cents, changing the process won't fix the problems listed above.
My Solution: Fix the problems by simply applying the existing policies of both SWA and the FAA for boarding.

If you require crutches to be mobile, you will need to "stow these medical devices" in the overhead when you board. This would be a legit reason to pre-board.

When was the flight, March 10th? no date is provided?
Was the baggage on the belt or at lost luggage, I mean if the SWA rep picked up the bag off the belt isn't a legit question for them to ask? Again, no details provided?
Since this a customer to customer forum you might want to contact SWA direct. (And provide specific details with dates, times, and names.

Definitely a Chase issue. It's a benefit/credit offered by Chase NOT by Southwest.
I would seriously doubt a Chase rep on the phone, has any idea what you have used or have not used in terms that type of credit in the last month much less the last 12 months. Only that your card gets you "4 credits per year."
BTW- Had to use one of my 4 upgrades recently because my Companion did not get sequential boarding. credit came through, funny part I also got a statement credit because I added the 5% off Southwest the "Chase Offers." $50 charge minus the $50.00 credit, minus $2.50. I made $2.50 on the boarding snafu.

"In the revised final rule published on May 13, 2008, the Department expanded the preboarding requirement to cover not only people who need a specific seat assignment or who need to stow their personal folding wheelchairs, but also to cover passengers that “need additional time or assistance to board, stow accessibility equipment, or be seated.” For a passenger to be entitled to preboarding, that passenger must self-identify at the gate as being a person with a disability that needs to preboard for one of the above-listed reasons."
Pre-boarders may be asked to provide "one of the above-listed reasons" All gate agents need to do is ask the question appropriately without violating HIPPA and not prompt or provide the valid reasons. If the potential pre-boarder don't know the reason they need to pre-board they don't pre-board. Pretty simple.

Wow, I can understand your frustration, but that being said. Claims of mismanagement and racism on your part are a bit of a stretch. I hate to be a Fanboy but your statements are just not true.
Southwest is pretty clear about their boarding process. Your ignorance of their boarding process is not mismanagement. You agreed to their contract of carriage and their boarding process when you purchased your tickets. Saying you were "given the C group 22 boarding" omits a lot of detail, but you clearly state you were the last people to board the plane. Last on the plane equals last choice seats on Southwest, it is that simple. This for better or worse is ignorance on your part.
Claiming racism, "maybe they help white people for sure"? This is really over the top and just more evidence of ignorance on your part of the boarding process you agreed to when you purchased your tickets.
It has been my experience that Southwest has a very diverse Clientele and Flight Attendants. (Could they have more diversity in the cockpit, absolutely.) They are not Racists.
You are NOT special (specifically you were not entitled to special seating arrangements at the expense of those who boarded before you.)
You were NOT targeted because of race, (you were simply the last to board.)
Please when you travel in the future read and understand what you agree to when you purchase your airline tickets.

Boarding with 6 year old? yes, you are eligible for Family Boarding after group A and before group B.
Are you Guaranteed to sit together? well actually NO, but it highly likely there will be seats together, and I can't imagine you will have an issue.

As noted this a customer to customer forum, but if demand for Delta to fly in is only 2 flights a day into this airport/region, it does not really sound like there is enough demand?
As a business, at least for myself, we've historically opened locations based on 3 criteria:
-Density of opportunities- is there enough work there?
-Network Integration- How will it fit into other current operational locations we operate?
-Competition- what is the competitive environment?
I doubt Corning/Ithaca fit any of these criteria much less all 3, but that's just me

Terminology just does quite make sense here, as others have noted. Companion Pass holders don't just get, "A-list" status. So there is no way to be, "pleasantly surprised to see that we had achieved A-List status." You may have achieved A-List, but your companion's status is not connected to your frequent flyer status. (he just gets sequential boarding with you)

This is basically Skiplagging and it is frowned upon by airlines to the point that individuals who regularly do this are often banned from said airline's reward programs. So even though it sounds like your intentions were not to defraud the airline, since you told them you were exiting your flight itinerary "midway," your decision did fit the description of skiplagging.
There are websites that encourage this deceptive practice as way to save money. It is unfortunate that your honesty lost you points. Kudos to you for being honest. If you had the name of the SWA representative you notified of your intentions to leave the flight maybe there might be some recourse?

If you actually buy/upgrade to the Business Select Fare that does not count. At the 24 hour mark prior to the flight SWA starts selling "upgraded" boarding, which is the remaining unsold Business Select Slots. Those slots are eligible for the free upgrades on the CC, which will show as statement credits on your next statement.

FWIW in my experience.- You don't need a passport to leave the USA, you do need one to get into a country, (Jamaica or the USA). SWA is just checking to make sure you have your "documents" when you check in, (The note "DOCS OKAY" is usually what gets stamped on your Boarding Pass.) They don't want passengers on their aircraft they can't "deliver."
When you check in electronically, if you get a boarding pass for FLL you're good till Florida, if you receive the message you must get your BP from an agent plan to check-in and show your passport at BWI.
